Corruption scandals among high-ranking Army and Navy officers
Objective measurement:
There will be a congressional investigation into the activities of at least 10 officers of at least General/Admiral rank. It will uncover the unauthorised use of military aircraft, as well as sex and money scandals.

There were certainly a lot of scandals with regard to the mistreatment of women in the forces, but the investigation did not appear to indict any high-ranking officers.
