Front page story in Sydney Morning Herald Dec. 31st 1996. (That's cutting it pretty fine, and certainly constitutes "End of 1996"!) The agreement was to remove troops from Hebron, the last of the towns occupied since the 1967 war. It seems to have been adhered to for the whole day, so it passes the "measurement". - GdB
