Prediction:

By 1999 the U.S. Military becomes the smallest and most ineffective since prior to WWII.

Objective measurement:

Inability to deter hostile aggressions of terrorism, sabotoge, and increases in subversion. Decreased ability to carry out special operations. Increased aggression against US and little military response.

When:

Why:

Small DOD budgets and a drawdown of US forces below 1 Million strong.Peace keeping and humantarian missions keep troops over extended and poorly trained. Out-sourcing of military units to the private sector is ineffective and costly.

Cannot be averted. Democratic presidents = weak U.S. miltary and more pork barrel spending...
